ROAD WORK: Crews excavate the roadway on Chelsea Drive prior to the installation of a new drainage system to correct a water problem. The work near the street intersection with Stonehenge Drive was being done by employees from Stanziale Construction on Tuesday, September 15, as part of the Chelsea Drive street improvement project.

At the Monday, September 21, meeting of the Livingston Township Council, members listened to public comment concerning a final hearing ordinance that may result in an apartment complex with affordable housing.

Apartment Complex Hearing

The Livingston Police Department is warning residents to be cautious following reports of black bear sightings in the township.

“The black bear of New Jersey has continued to adapt to living closer in proximity to people and human development,” the police department wrote on Facebook. “They are learning to take advantage of human derived food sources. We have come to learn over the last couple of years that Livingston is currently home to the black bear. We want to assure the residents of Livingston that the police department has a close working relationship with the New Jersey Division of Fish and Wildlife, and in that capacity, we receive updates on the current policies and procedures concerning the enforcement and protection of both people and the animals.

Much of the three-hour Board of Education meeting on Monday, September 21, was spent revisiting and re-explaining the district’s reopening plan.

September 21 was also the first day that the first cohort of pre-K through grade two and self-contained special education students returned to their school buildings for hybrid learning.

The meeting was not streamed on Facebook, as it has been in the past, with “technical problems” cited as the reason for the change. Viewers were directed to join the webinar. It may be viewed on the Board of Education tab of the district website, livingston.org.

Four Livingston residents were among 33 senior citizens recognized for their artistic talent at the 2020 Essex County Senior Citizens Juried Art Show. This year’s contest was conducted virtually because of the COVID-19 pandemic.

Livingston Philanthropies, Inc. (LPI), volunteers were pleased to see two long time LPI friends and distribution partners after a five month pandemic absence.  “Livingston neighbors continue to keep food, baby items and other scarce necessities rolling to the homeless, profoundly poor and disenfranchised communities in Newark,” said LPI director Jeff Friedman. Luis Martinez, building coordinator at Willing Heart Community Care Center, happily received new baby items, while Monique Kelly, kitchen and clothing barn manager at Bessie Green Community, does her happy dance after accepting new and badly needed men’s clothing.

As of Wednesday morning, September 16, the Livingston Health Department has reported that a total of 534 Livingston residents have tested positive for COVID-19 since the first case was recorded in mid-March. 72 of those residents have died as a result of the virus. Compared to the same time last week, there are three new cases, with no additional deaths.

New Jersey’s quarantine travel advisory has removed six states and added Puerto Rico since last week. There are now 30 states and territories on the list. California, Hawaii, Maryland, Minnesota, Nevada, and Ohio have been removed from the list. Individuals coming from the states and territories listed on the advisory should self-quarantine for 14 days. To be included on the travel ban, a state t a A F a r or territory must surpass ten average daily positive COVID-19 cases per 100,000 residents. New Jersey’s ban runs concurrently with New York and Connecticut.

The Livingston Planning Board met virtually on Tuesday, September 15, to discuss two matters. The meeting was livestreamed on the Livingston Township, NJ Facebook page.

The Board first reviewed ordinance 14-2020, which had previously been read by the Township Council. The Board is required to review the ordinance to ensure that it is in keeping with the township’s master plan. It creates a new section, 170-107.2, to make 457 and 461 South Livingston Avenue a mixed-use zone with an overlay. The properties currently contain single-family residences in lots 62 and 63, just east of the ShopRite entrance on South Livingston Avenue before Wardell Road.
